Indent Issue

Editing a prexisting formatting issue in Word 2003. At least one paragraph
has exceptional spaces between enumberation and text. Clicking decrease on
the indentation tool does nothing but increase does work. Highlighting the
paragraph for formatting shows "special hanging = 0.25" Changing this value
does nothing for indentation. What else can one do to reduce the space
between enumberation and text?

When you change the tab placement, are you doing this within the styles and
modifying the Numbering?
Are the numbering auto or manual? If they are auto, as in either Numbered or
Outline Numbered, go to the Customize and see what the "Tab space after"
setting is.
Hope this helps.

To add to what DeanH has said, the indents (left, first-line, and hanging,
but not right) of numbered/bulleted paragraphs are controlled by the Bullets
and Numbering dialog, not the Paragraph dialog or ruler settings.
