indent positioning on ruler

Indent tool (tiangles, rectangle on ruler) snaps to 1/8 of an inch in
general. Sometimes it snaps to a smaller value. I find it hard to
align one line with another because indent refuses to go to the exact
location of another line. Is there a way to decrease the value it
snaps to?
