Index Page Not Linked to Web Pages

Hi,

My web pages show links and appropriate navigation buttons to each other
except to the index page. Navigation looks correct. However, hyperlinks show
index page with nothing linked to it. Unlinked Files report shows all files.
Index page will not display navigation buttons. How do I fix the unlinked
files to the index page?
