Inert rule not firing on first insert

I have a repeating table that has no rows to start with.
I have a rule on the table that pops a message to the user.

When I click on the insert the first time, to add the first row the rule is
not fired. When I click on it a second time it fires.

Why is not firing for the first row? What am I missing?
