Infinite scrolling

I use OneNote on my laptop, and when I use the trackpad to scroll, it
scrolls down infinitely -- won't stop adding writing space. And it
only happens w/ the trackpad scroll wheel -- my external mouse won't
let me scroll further than the end of text. Is there a way to make it
stop where the text ends on the trackpad too?
