Infopath 2003 fully trusted installed using MSI via group policy.

I have a certificate and a fully trusted form. The install works if I shut
off UAC, but fails if I have it on. The problem I have is that I need to
deploy the fully trusted form using group policy. This fails every time, even
on the same machine.
