Infopath 2007 email limited only to outlook 2007?

I would like to allow users to send an infopath form embedded in email to
send to their clients when they need to fill in certain data. Not all of
their clients will have outlook 2007 and infopath 2007. Can it be done
without these applications? Thanks for taking the time to read this.
