InfoPath for Macintosh?

I have an application that I would like your advice on to see if
InfoPath (combined possibly with WSS or MOSS) is an appropriate
solution.

I have a client whom I support a URL filtering software for (like
Websense or SurfControl). They are a 100% Macintosh shop.

Certain webpages are restricted, but occasional access to these pages
is necessary. When this access is required, I would like for them to
be able to go to a webpage were I have published an InfoPath Form and
fill it out. Once they completed the form, an email should be sent to
their HR department with a URL in the email. Once HR, clicks on the
URL, it would that them to the completed form and they could either
approve or decline the request. If approved, I should be sent an
email with a URL to the completed/approved form and would then
configure their access accordingly.

I assume since they are using Macs, all the forms would have to be
published to a webpage.

I am not sure about the rest of it. Would I need WSS, MOSS, and/or
Forms Services?

Where is the workflow acually handled?

Where would the forms be saved to be completed and/or viewed?

Sorry if these questions seem a little naive, but I am just getting
started with InfoPath and the related applications.
