Hi,

Please clarify your question:
1. You want to create a form that no one can open.
2. You want to create a form that does not allow people to change any
data.
3. You want to create a form that can be opened by users who do not
have InfoPath.

Regards,
Steve

Searching on Google has a number of results
http://groups.google.com/groups?q=fill+out+a+form+without+infopath

A third party application named InfoView is mentioned several times...

InfoView is a web form creation engine that converts Microsoft
InfoPath forms to web forms delivered in ASP.NET. See how it works by
using the 3 demonstrations below.

I just did some testing with InfoView from Uniqueworld. Despite the fact
that the initiative and concept is great, it's missing some important
features from InfoPath to be good enough.
Data validations can't be used in InfoView together with example
calculations etc..........
Some work has to be done on this site before using it in production.

Anyone else around who found a solution to fill-in forms without InfoPath.
Microsoft why not release a InfoPath Viewer ?! This is really a missing
feature.
