InfoPath Scenario

I plan on contacting my MS rep this week for further
discussions, but I'd like to get some feedback prior to
that meeting. This is the scenario that I'm looking at
right now.

I have a library of approximately 500 unique documents
that are all static in nature. They are legal
instruments that have been approved by counsel... hence
the templates cannot change in terms of verbiage or
margin placement. I have the need to merge data into
these documents at predefined tags on the templates.

These docs are currently managed in a legacy application
that stores the templates in a PCL format. This
application is being replaced with a custom written .NET
app.

I'm thinking that I can use BizTalk and InfoPath to
accomplish the merge of the XML data from the new
application with the document templates that I would need
to create in InfoPath.

Is it possible for BizTalk to work with InfoPath like a
web service instead of forcing my users to have InfoPath
loaded locally?
