Infopath SP2 not retaining print margins??

Hello,

After I set up a form in InfoPath 2003 SP2, I set the print margins to
0.25 all the way around. I can save/Publish the form, close it, open
it again in design mode and my margins stay the 0.25 I set.

However, when I open the form in Fill mode, my margins default to 0.75.
Is this a bug, or should I be doing something else to make it keep my
design margins for fill-mode? Any number for Microsoft I found want
$245 to tell me if it's a bug or not...blah.
