I'm using a form template (Agenda) which I have modified for local use. As I
use it and fill it out, I find more tweaks I want to make. When I have a
form I have tweaked, how do I get it to overwrite the design in forms I have
already filled out and saved?

When you go to save it you should be asked if you want to Publish or
Overwrite...If you Overwrite your changes will happen to all the previuosly
filled in forms based on that template. Be careful though, if you have
removed a control or otherwise messed around with the data source, data could
be lost.
