Information Rights Management (IRM)

I've installed IRM, no errors, installed correctly.
If I look at the guidelines, first stap is to open/create a file in excel,
and then point to 'Permission' on the 'File' menu.

The problem: why is 'permission' not showing on 'File' menu?
