Initiating an Excel mail attachment through Excel

Using Office 2002 SP3. A user opens an excel doc located
on a network server. When they choose file -> send to ->
mail recipient (as attachment)... This error message pops
up:

Outlook
Could not open one or more attachments.

You can open Outlook, browse to the excel file and attach
it, but you cannot initiate the attachment from Excel. Or
you can save it locally and then attach it.

I saw this in Office 2000 and lowering the attachment
security to NONE seemed to fix it. However, the
attachment security in 2002 and greater seems be located
in the registry and did not have the same effect. I
added .xls into the Level1Remove string in the reg. but
that had no effect except to prompt me to save an
incoming .xls attachment before I open it and .xls is not
even on the list of unsafe attachments. I thought about
downloading and running the slovatech add-on for
attachment security, but that only seems to be a 'nice'
interface to making the same changes I already did in the
registry. Any thoughts would really help...
