ink annotations wont work on excel spreadsheet we create

Although the inking function workd on the downloaded Ecxel forms from
Microsoft they wont work on the ones we create why is this?

Is this an Excel question? If so, you should post to the newsgroup which
supports Excel. This group supports OneNote.
