Ink select weirdness

I am using onenote on my desktop pc. I sometimes draw on a page using
the mouse. Immediately after I do a drawing, the ink is selected and I
can move it around. But once I quit drawing and go to the text
selection tool, the ink seems fixed on the note. How do I select ink
and move it around after the initial drawing?

I just noticed something weird. If I draw some more near some previous
ink, the new and the previous ink are now selected and I can move them
around by clicking and dragging.

What's going on?
