Ink should scroll with text

I use Onenote's inking feature to circle text in my notes or add notes in the
margin. However, if I need to add text above the inked area, the text will
scroll down naturally to make space, but the ink will not follow.

I think this is a major problem. As I posted in a separate note, moving
the ink by hand is hard or impossible to do since you can't select the
ink only.
