Inner office Emails or Messaging

I was reviewing the features in Outlook 2007 and do not see how to use it for
inner office messaging when the staff does not have a email address.

Is it possible to set up Outlook 2007 for inner office messages without
purchasing Exchange or another porduct?

No. Outlook is an email client and requires an email server. It doesn't
have to be an Exchange Server, but you need an email server to send
messages.
