Inputting Contacts default to Private

We have the standard boss/assistant positions in our company with the assistant having delegate rights to the bosses contact list. When the assistant puts in a contact for their boss, the contact goes into the bosses list as a private item. Is this a default setting and is there a way to shut it off? They want the contact to be seen by all delegates to the contact list.
