I would like to insert a document which is locked to a new word document, but
still keep the same pages locked for any form of editing

If you insert a protected document into another document, you will lose the document protection.

What you can do is divide a document into sections and then protect only some of those sections. Note, however, that Word limits the editing capabilities for all sections (even unprotected ones) in a protected document.
