insert a standard size picture into WORD 2003

I create written reports with a number of pictures. I want all the pictures
to measure 2x3 inches. They always automatically insert at a larger size
which I then have to resize. Is there any way to always have the picture be
inserted at a size I select?

If you insert a 2"x3" table cell (exact row height, preferred column width)
and insert the picture into it, the picture will be sized to the cell.
