Insert Clip art into meeting requests

I am assisting a customer using Office 2003. When creating a meeting request
I can insert clip art from the Clip Art Gallery, I have multiple versions of
Office on my system though. When she tries to do this she is unable to insert
the clip art directly, we have to do a word picture object, then insert the
clip art there. Is there no longer functionality to place clip art directly
into Outlook meeting requests?
