Insert Comment option disappeared from menu.

For some reason, I lost the capability to insert comments into cells in
worksheets where I had been able to insert comments before. Copying a cells
that contained comments and pasting (so that I could change the data for a
new cell) doesn't fix the problem. The Insert Comment command has
disappeared from the menu when I right-click a cell.
