Depends on the operating system:
Windows XP Home, Vista Home, Windows 7 Home - No
Windows XP Pro - Install IIS and FrontPage 2000 extensions from the Windows CD
Note that FP2000 extensions do not support all the features from FP2002 and later.
Windows Vista (Other versions) - Install IIS from the Vista CD, then FrontPage 2002 extensions from

Windows 7 (other versions) - Install IIS from the Windows CD, but there are no FrontPage extensions available, which makes it a non-starter for your purposes.
