Insert item option missing - Outlook 2003

Hi,

In Outlook 2003 a user used to have an 'Insert Item' option under the
Insert menu of a new email message. This has disappeared and I am
unsure how to get it back.

It was used to insert other emails as attachments to the new email
message.

Can anyone help me get this option back please?
