Insert| New Resource from.. Project Server is disabled

Hello,

I am using Project server 2003 on windows 2003 along with WSS. When I
create a new Project or edit the existing Project Plan, if i want
insert Resource from PRoject server, the link is disabled. What must be
the problem and how can i resolve this issue. Even the other options
under this menu is also disabled.
