Insert picture as background in a Word document

I'm using Word 2003 and want to insert a picture as background to cover the
ENTIRE page in a Word document. After I insert the picture and click and
drag to cover the entire page, I open Format Picture and choose Behind Text
Wrapping Style in the Format tab. The picture covers the entire page of the
document but when I go to Print Preview or actually print it, the picture
doesn't cover the entire page and there is an uneven border around the
outside of the picture on the document. Is there something I have to do with
the Margin settings or Advanced settings within the Layout tab? Any
suggestions would be much appreciated. Thanks!

All printers have an irreducible unprintable area, usually greater on the
trailing edge, that is required for paper handling. Some photo printers do
print "borderless" but sometimes only on small paper stock (with a special
tray or carrier) and sometimes only with a special setting in the printer
Properties. With most printers, the only way to print "full bleed" (clear to
the edge) is to print on oversized paper and trim (which even commercial
printers have to do).
