Insert Picture ----> Nearly NO Text

When working with pictures (layout: 'top and bottom'), word 2003 moves
the text to the next page, instead of showing it below the picture,
where 1/2 of the page is still left blank! Besides a little caption,
there is absolutely no object below the picture!
How is this possible? Solution to stop this layout madness?
(remark: distance of caption to text is set to 25 pixels)

Enter the text into a callout, text box, etc. Now group the picture and text
together. That's it.

This solution doesn't help. The text has to stay 'inline' and can not
be grouped with the pictures for several other formatting + numbering
reasons. The caption is one of many continously numbered captions. Try
captions in 'text boxes' and your are lost as to the numbering, because
numbering doesn't look inside textboxes!
Your solution would work for small documents like flyers, etc, but not
for complex ones.
Interestingly, if I remove the caption, the text automatically moves
below the picture. The caption itself is not more then 1.25 cm (1/2
inch) in height, and there is lot of space below left empty... It
seems, we need a different approach!

I have been ignoring this thread because your subject line was uninformative
and you haven't given us much more information to go on, either (nor quoted
any of the previous thread), but I suspect a lot of your problems would be
solved by placing the graphics inline or in table cells or in frames
together with their captions (Word *can* see text in frames).
