Insert Shortcut Not Available

I am using Outlook 2003.

When I am sending an e-mail, I am trying to insert a shortcut into an e-mail
using Insert, Item. On the right hand side, in the Insert As box, shortcut is
not available (Text Only or Attachment)is available. Shortcut used to be
available. Does anyone know where the setting is to turn this on?
