Insert Shortcut

I am using Outlook 2003. When I try and Insert a shortscut from a Public
Folder using the Insert, Item command, the only options I have in the Insert
As area is Attachment or Text Only. I used to also have the shortcut option.
Does anyone know where the setting is to turn this back on?
