insert symbol

I cannot make shortcut keys for various symbols such as French and
spanish e's, diacritical marks, etc. even though I follow the
instructions exactly in the word help menu. I get a nonactive screen
that will not allow me to assign a shortcut. The only one I was able
to make was the ¶ symbol assigning it an apple 7 shortcut.

Anyone know how to do the others?
