Insert Tables Anomaly

I hope this has not been asked before:

Why does the insert table tool sometimes limit the new table to 4 by 5 cells
or less and at other times allow a much larger value such as 10 by 10?

Could it be that different versions of Word had different limits? I am now
on Word from Office 2003. The larger limit may have applied to a previous
version of Word. However, I recall using the same version of Word and having
different limits without knowing what caused the difference.

As soon as I sent the post, I tried inserting a table with the left mouse
button clicked and "Hey Presto" the number of cells became flexible. I did
not see this in the help -but I guess I had been doing it subconsciously for
a long time then "forgot".
