Insert text into Image

I have an image (Jpg) that I want to insert text into the image and be able
to save it with the text embedded into the picture.

I have Publisher 2007. Running Vista Basic.

I would agree with Spike that using a third party image editor is probably
the best way to accomplish your goal, but a fast alternative with Publisher
2007 is to add your text to a text box, layer it over the image or snap next
to your image, group with the image, and then right click, Save as Picture
and you can choose to save it as a jpg or other formats and also choose what
resolution.
