Inserted pictures need to be resized

When I insert a picture from a file, or sometimes an image from the
clipboard, it appears small compared with the original jpg or pdf source. I
then have to re-size the image, which takes time I don't have in the heat of
taking notes, before I can write on it.

This is made especially difficult by resizing problems. I can select the
image object okay, but when I try to drag a corner (two-headed diagonal arrow
cursor present), the object size doesn't change. Instead, I draw an Ink line
in the direction of pen travel. I have to delete the line and try again.
Sometimes, a second try works (same double headed arrow cursor). If that
doesn't work, then I grab a side handle (vs a corner handle) and widen the
image some. I then hit UnDo to restore the image size that I just widened.
After that, I can successfully grab a diagonal handle and drag to resize.
Only then can I set the picture as background and continue taking notes on it
(at the desired size). Obviously, by the time I'm writing on the picture,
I've missed some material.

1. Is there a setting that affects size of inserted pictures?

2. Is there a better way to re-size an inserted picture han what I have to
go through?

Go to Tools, Options, then on the left click on Editing, in the middle you
will see "Size Document pictures at this percent of original document" you
will see a box by that type in 100, then click ok.
This should help.

The size of inserted picture depends on the size of the container where you
are trying to isert it into. So if the target container is small the picture
would be resized small. The preferred max width of OneNote container is about
6in so if you just have an IP on the page with no content and insert an image
it will be resized to fit (if necessary).

In your case you probably create rather small containers while inking and
then resize while still in ink mode. Try to switch to selection mode before
inserting the image then tap on the page below your last ink to create a new
container, insert the image into it and resize if needed, then switch back to
ink mode and continue with your notes.
