Is there a way to insert a PDF into powerpoint in a manner where it will
create a new slide for each page of the PDF?

Hi, that seems difficult. Insert->object->create from file, but that would
only add the PDF as an object in your ppt.
Maybe you can turn on the third party software, such as the following PDF to
PowerPoint Converter, the PDF will be converted into a new slide for each
page, then you can insert the PPT slides into your PowerPoint file.

Hope this can help.

pdf2picture will create a slide from each page of the PDF file which you can
ungroup and edit. It generates a WMF file for each page so you need to use
"insert/picture from file" in PPT for each converted slide. There is a free
30-day version at www.pdf2picture.com.
