inserting a picture into word

I've created a "picture template" for photos, problem is I always have to
resize the photo to 4X6 and then I have to change the layout in order for me
to position the photo.

Is ther a way for Word to default these instructions before I insert a photo?

Try inserting a one cell table with the required cell dimensions in the
template and then insert the picture into that cell.

I'm having the same problem and I tried inserting a one cell table, but it's
still not working. Well, I have a table set up already, 2 columns 10 rows and
would like to put pictures in each box, but whenever I insert them the size
is too big. Please help.
