Inserting a "static" time function - Now () doesn't do the trick.

I'd like to insert the current time into a cell and have it remain the same
value each time the worksheet is opened. I've tried the Now() function, but
as you probably are aware, this provides a dynamic value, changing to the
current time each time the worksheet is re-opened.

Any help you can provide will be appreciated.

[Ctrl]+; inserts the current date and [Ctrl]+[Shift]+; (or [Ctrl]+:) returns the
current time. If that's what you want to enter, use those.
