Inserting Clip Art in mailing labels

Thank you for any help!

I'm trying to insert clip art on a mailing label templates
in Word 97 and it simply won't work. It's like the
template has the document locked.

I swear I've seen mailing labels with clip art on them, so
I can't figure out what isn't working right.

I would really appreciate any ideas or thoughts you have
to solve this problem.
