Inserting Control - Error 1441 - too many shapes, pages, or masters

I have a Visio page with approxiamately 1500 shapes. I have the document tied to an access database from which I am pulling customer properties. I am representing applications and interfaces and I want to show/hide applications and interfaces based on the content of a field within the database. I am trying to use a Toggle Button for the hide/show but I am encountering issues

When I go to insert the Microsoft Forms 2.0 ToggleButton I get the following error message

An error (1441) occurred during the action Insert Control

Visio cannot insert a new control because this file contains too many shapes, pages, or masters

Is there any way that I can get around this? I am running Visio 2002 Professional on Windows 2000
