If I insert a file intoo a notebook from another location on my pc can I now
delete the old file or is the insert just a link to the original location? If
it is just a link how do I move the whole file?

If you insert the file (choose this when you drop the file onto the page),
you can delete the original file if you like.

If you choose to create a link, you will need to keep the original file
around so the link can point to it.

If you're actually embedding the file then you can remove the old file. If
you’re just inserting a link then you can't. OneNote can do either one.

If you’re not sure which you did then, as a test, rename the old file to
something else and then try and use OneNote to open it and see if it works.
If it does then you've embedded the file.
