Inserting Form Fields Into Clipart

I'd like to insert form fields into a document which has a jpeg file as the
background. Can anyone tell me the
general procedure to follow. Does the clipart go into a text box or a frame,
and then how do I insert the form fields?
It seems that if I have the imported jpeg file imported it disables the form
field insertion mode, or else the document gets locked to protect it from
additional changes. I don't even have the document protected when I try to
set it up. One of the most vexing problems is that I can't insert the
form fields anywhere the picture is situated. Any suggestions would be
greatly appreciated. Thanks in advance.

how about a watermark?
from the word help menu:

Creating the watermark

1. On the Format menu, point to Background, and then click Printed
Watermark.
2. Click Picture watermark, and then click Select Picture. Select
the picture you want, and then click Insert.
3. Select any additional options that you want, such as Scale to
change the size of the picture or Washout to dim the picture, and then
click Apply.

Notes
* To view the watermark, you need to use print layout view.
* Watermarks are designed for printed documents, and they aren't
visible in normal view or Web layout view. If you want to apply a
watermark-like background to documents for online viewing, apply a
background (point to Background on the Format menu, and then click a
color or click Fill Effects) or a theme (Format menu, Theme command).

Sounds good to me. Can I elect not to print the watermark. I'm using
preprinted forms, and I want the user to "see" the form on the screen, fill
in form fields,
and then print out just the data on the preprinted forms, which will be
inserted into the laser printer. If I could do this with a watermark, the
whole problem of where to insert
the form fields and using text boxes and frames would be eliminated, which
would be a great benefit, since these are a pain to work with and seem to
almost always cause a
problem when used together. Hope this further explains my goal, and looking
foward to your answer. Thank you in advance for your assistance.

i have word 2003, yours may be different. but .. if i put a watermark on
the document, then go to File, Print, Options, i have the option to
uncheck "drawing objects" under "include with document"
that makes the graphic not print ...
does that work for you?
