inserting objects don't show in web preview/web publishing

I have created an internet page in Publisher. It is posted to the internet
and updated a couple times each week. All of sudden, inserted text boxes,
navigation bars, buttons, etc will not show up in web preview or when
published to the web. This applies to all pages except one. This problem
seemed to appear at the same time I tried to insert a second navigation bar.
What has changed and how to fix it?

I changed to "Send to Back" and that fixed the problem. Thank you.
