inserting photos in templates

I have a mini CD template I am trying to insert a photo
on. Problem it's treated like a floating picture. I
want I want to use it as a background with text written
on top for a CD cover. Can anyone tell how to do this in
Word 2000?

how about creating a template using a watermark. adjust watermark properties
until picture shows normal, and then save that as your template. anything
y9u type over that in a document will go where you want it, and the
watermark, being embedded in the document will not move.
