Inserting pictures into Microsoft Word

How do I insert pictures into a "pre-set" format or picture box.

I am trying to make a template where I can insert multiple pictures, maps,
etc. into set positions on a page and/or multiple pages. I am currently
inserting pictures, then resizing them in order to fit on a page. at this
time i am only able to make two 3x5 to 4x6 +/- images per page and the have
to create a title for each picture.

One way to do this is with a (borderless) table with row height set to an
Exact amount.
