Is there a reason that insert row copies the color formant from the row cells
above, but does not copy the merged cells?

I have a table all formatted in colors and rows of various merged cell and
I'd like that row insert creates a new w/ all the characteristics except data
of the row above, not just color so I don't have to then format the new rows.
Can this be done easily?

After inserting the row, you can select the row with the formatting you want,
click on PAINT icon and then click on the newly inserted row.

The behaviour you have described is the way Excel has been designed. I guess
the designers went with what most of the users would want most of the times.
