Inserting Special Characters in Outlook/Word 2003

In my office we have Office 2003 installed and several multilanguage packs (including Chinese Simplified and Traditional). When using the keyboard shortcut Ctrl+',a (or e, i, o, u), the language changes to Chinese (PRC) and it does not insert the character. I've looked under the properties for Chinese (PRC), but I don't see this keyboard shortcut. Any ideas how to fix this problem? Thank you.
