instalation of Microsoft 2000 small buisiness

I have windows XP Home but have been unable to download
microsoft office 2000. I tried to download it but I keep
coming up with the message "windows installer services
could not be accessed. This can occur if you are running
windows in safe mode, or if the windows installer is not
correctly installed."
Help Please
