Instalation of Project Server 2003 - error and rolling back

I'm trying to install Project Server 2003 and it keep stoping with this
error:
"Error 25624. Failed to execute SQL String. (-2147217900 CREATE TABLE
dbo.MSP_ASSN_ENTERPRISE
(
RESERVED_DATA char(1) NULL,
PROJ_ID int NULL,
ASSN_ENTSUMPROJID int NULL,
ASSN_ACT_FINISH datetime,
ASSN_ACT_START datetime NULL,
ASSN_ACWP decimal(25,6) NULL,
ASSN_BCWP decimal(25,6) NULL,...
"
After this it's rolling back

Please help

One more thing. After rolling back I've got created ProjectServer
database and I (user logged in - Administrator) is owner of this
database with all rights.

OK I'm using an account domainname\Administrator, which is the
administrator of the server. This windows-account is also added to SQL
logins and I gave to him all possible roles, And still the same. I
found this:

When I'm running setupdb.cmd I get error:
"msg 2782 level 16 state 1, server servername line 3 DDl statement is
not allowed. Error envountered while running Projtbls.sql"
