Install Access 2000 on Windows 2003 Server

Having a problem installing Access 2000 on a Windows 2003
server with terminal services loaded....
Tried to create a MSK file, didn't work. Received the
same message, pointing me back to the office resource disk.

Any help would be greatly appreciated.
