install access 2003 with office 2003

I recently purchased Access 2003, but I can't install it on my computers
because it requires Office 97, 2000, or XP. Why won't it install with a
concurrent program, and is there anything that I can do without purchasing
outdated software to make this work?

Did you perhaps mistakenly purchase an Upgrade version of Access 2003? In
order to install an Upgrade version, you must have one of the qualifying
programs installed on your hard drive.

AFAIK, the "regular" version of Access has no requirement for any other
Office product to be present.
